Village and Barrio Master Plan Hearing, 7/10

At their July 10 meeting, the City Council will consider approval of the Village and Barrio Master Plan and the public will have an opportunity to share input. The meeting will begin at 6 p.m. and take place at City Hall in the Council Chamber, 1200 Carlsbad Village Drive.

Next Steps

If the City Council approves the master plan, plan implementation will proceed as follows:

  • For portions of the Barrio and Village in the Coastal Zone, the master plan will require approval by the California Coastal Commission before it is effective in the Coastal Zone. The Coastal Commission’s review would occur after and separate from the city review process and will take approximately 6-12 months to complete.
  • For portions of the master plan not in the Coastal Zone, Coastal Commission approval is not required, and plan provisions will take effect soon after their approval by the City Council.
  • The Village and Barrio Master Plan will replace the Carlsbad Village Master Plan and Design Manual, which was adopted in 1996 and has been revised periodically since, most recently in 2017. 

More About the Plan

The master plan focuses on enhancing neighborhood character, public spaces, and ways to get around the Village and Barrio, based on ideas gathered from the community starting in September 2014. Hundreds of community members participated in hands-on design sessions, an online forum, technical sessions and public meetings. 

The city released the first draft of the Village and Barrio Master Plan in November 2015. The plan was then revised based on input, and a second draft was released in April 2016. Additional community input received in July and October 2016 has helped to guide the latest, third draft which was released for comment in early January 2018.  

Along with establishing a vision, the proposed plan refines, rather than significantly changes, the current development standards under which development in the Village and Barrio is presently occurring.  Following are some of the highlights of the January 2018 draft:

  • Making the overall tone, content and graphics more Carlsbad-specific and in line with the community’s character, particularly when compared to previously released drafts.
  • Keeping the maximum building height in the Village at its current 45 foot limit, but imposing limits on roof protrusions and the enclosed area of fourth stories.
  • Revising existing Village standards and design guidelines so they are easier to understand and have more “teeth” so city staff and decision-makers can more easily ensure proposed projects are consistent with the community’s character.
  • Providing an implementation plan for public improvements, parking management, and other actions that identifies, in general terms, phasing, time frames and funding sources.
  • Incorporating findings from the city’s final Village, Barrio and Beach Area Parking Management Plan that was accepted by City Council in September 2017. The main parking recommendations in the plan include managing streets and parking lots to improve parking availability and overall mobility and establishing parking requirements that are appropriate for a small downtown and compact, walkable community.  

According to City of Carlsbad Senior Planner Scott Donnell, city staff has received approximately 160 comments on the draft plan since its January 2018 release. The comments are wide-ranging and include remarks on maximum building height and number of stories, architecture, design and project review, traffic calming, parking, bicycle facilities, historic preservation, commercial space requirements, and the name “Barrio.” Some comments have resulted in recommended changes to the draft plan. Comments received will be forwarded to the City Council as part of the project staff report prepared for the July 10 public hearing.
