Since the project opened in Spring 2022, community members have expressed concerns about safety and other negative effects on the neighborhoods quality of life. City staff have been working with Affirmed Housing to address these concerns and collaborate on solutions. This collaboration has resulted in some improvements, but some operational concerns persist.

Since March 2024, the City Council has held several meetings to review progress and taken several actions to further address these issues. As a result, improvements have been made to security, the level of supportive services has increased and a change was made that will allow more veterans to be eligible to live in the apartments.

The project contains 50 apartments, including two manager units, located on two sites, 965 Oak Ave. and 3606 Harding St., in the city’s Barrio area.

Windsor Pointe apartments provide affordable housing for households with lower incomes. Onsite services are provided to promote housing stability, help residents achieve education and employment goals and connect households to resources that promote overall well-being.

While these services are offered, Windsor Pointe is an apartment building where tenants sign a residential lease, not a homeless shelter or other similar facility. Its tenants have the same rights and responsibilities as any other person living in a Carlsbad apartment community. The apartments are rented to people using the following criteria:

As of August 2024, eight households include residents with veteran status, and five households include people who are either from Carlsbad or work in Carlsbad, or both.

Windsor Pointe was originally designed as supportive housing for veterans. However, because Affirmed Housing could not secure state funding specifically for veterans, it applied to other sources, including the county’s No Place Like Home funds, which provides money for housing for seriously mentally ill people who are experiencing homelessness.

No Place Like Home is a state of California program designed to provide housing for homeless people who are being treated for mental illness. California voters approved the funds for this program as Proposition 63 in 2004.

The city contributed $8.3 million to help pay the construction costs by purchasing the land and leasing it back to Affirmed Housing and providing a long-term loan. Other funding came from state and federal tax credit equity, which are financing mechanisms to build affordable housing ($14.2 million), and County of San Diego No Place Like Home funds ($10.1 million).
