Online Engineering submittals

Homeowners, property owners, and licensed contractors can now obtain select simple, no-plan check residential permits online through the City of Carlsbad Customer Self Service Portal. 

 

You will upload electronic applications and required documents to the Customer Self Service Portal. At this time the Engineering permit available for online submission is the:

• Construction Water Meter Permit

Before using the Customer Self Service Portal customers must register for an online account.

Once the online account is approved, customers will be able to submit permits, pay permit fees and other invoices, and apply for a Business License. In the coming months, the portal will expand to accept other applications for additional permits. 

Engineering allows certain paperless electronic submittals via email. These are limited to:

• Encroachment agreement
• Right of way permit (construction permit/traffic control)
• Oversize/overweight load permit
• Water meter permit (permanent)

Standard plan checks

All standard civil submittals require hard copies of application, plans, and reports as required by the minimum submittal checklists available on the Engineering website.

Please coordinate the submittal of standard plan checks with engineering staff by emailing landdev@carlsbadca.gov. Staff will pre-screen submittal documents and once your project submittal meets all requirements the project will be cleared for final submittal in-person.

Use the City's online scheduling system to make an appointment for your submittal. All standard submittals require an in-person appointment.
