This phase consists of a comprehensive update to the city’s Local Coastal Program Land Use Plan. The Local Coastal Program ensures that development within the city’s coastal zone protects and enhances coastal resources and is consistent with the California Coastal Act.
The objectives of the Local Coastal Program update include:
- Ensure the land use plan is consistent with the California Coastal Act, the Carlsbad Community Vision and the city’s General Plan.
- Update and add new policies consistent with the California Coastal Commission Local Coastal Program Update Guide (Part 1). Updated and new policies address land use, visitor-serving uses, recreation, public access to the coast, agriculture, cultural and scenic resources, environmentally sensitive habitat, water quality, and coastal hazards – sea level rise, flood, geologic, and fire.
- Format the document to ensure it is user-friendly and easy to administer.
- Develop new detailed, parcel-level maps that clearly delineate the boundaries of the Coastal Zone, Coastal Commission’s permit jurisdiction and Coastal Commission’s appeal area.

Next steps
- In December 2021, the updated Local Coastal Land Use Plan was submitted to the Coastal Commission for review and approval.
- If concerns are raised, city staff will work with the Coastal Commission staff before the plan is presented to the full Coastal Commission at a public hearing.
- This entire process is anticipated to take one to two years. Any revisions to the plan made by the Coastal Commission will be brought back to the City Council for approval.
