Community input has played an important role in shaping the Village and Barrio Master Plan.
September 2014: Project team in the Village and Barrio to collect input from community over two-week period. Charrette Summary Report and Charrette Summary Video; input also collected online.
November 2015: Release of first draft of the Village and Barrio Master Plan for public review.
December 2015: Open house and community meetings; input also collected online.
April 2016: Release of revised, second draft and presentation of the draft at the April 13 Planning Commission meeting; public comments received.
July 13, 2016: Special Planning Commission meeting to receive community input on the plan: watch the meeting.
Oct. 19, 2016: Planning Commission meeting to recap public input provided and confirm plan revisions to make or study as part of the third draft: read the staff report, watch the meeting, view the presentation, and view the approved Planning Commission Resolution.
July 2017: City releases the Village, Barrio and Beach Area Parking Management Plan for public review.
Sept. 26, 2017: Carlsbad City Council accepts the city’s final Village, Barrio and Beach Area Parking Management Plan.
Jan. 19, 2018: Release of the third draft of the master plan for public review. We appreciate the comments submitted. Awareness of community input helps as we prepare the staff report for upcoming adoption hearings. The public may continue to give input through these hearings.
April 18, 2018: The Planning Commission hearing for January 2018 draft of Village and Barrio Master Plan. You may watch the video of the meeting online and read the staff report.
May 2, 2018: The Planning Commission continued its discussion of the Village and Barrio Master Plan. You may watch the meeting video online and read the May 2 staff report and errata.
May 16, 2018: The Planning Commission held a third and final meeting to discuss the master plan and consider a third errata incorporating additional decisions made by the Commission at its May 2 meeting. The Commission concluded its discussion and voted to recommend approval of the plan to the City Council. You may watch the video of the meeting.
July 10, 2018: The City Council approved the Village and Barrio Master Plan. The project staff report is available on the city’s website.
July 24, 2018: The City Council adopted project ordinance CS-333, CS-334, CS-335
Aug. 24, 2018: The Village and Barrio Master Plan became effective outside the Coastal Zone, 30 days after the City Council adopted project ordinances.
June 13, 2019: California Coastal Commission provided conditional approval of the portions of the Village and Barrio Master Plan in the Coastal Zone, pending the City Council’s acceptance of 23 modifications recommended by commission staff.
Aug. 20, 2019: The City Council held a public hearing and voted to accept the 23 modifications suggested by the California Coastal Commission to the Village and Barrio Master Plan and Local Coastal Program. The City Council also asked staff to come back with a work plan and resourcing strategy for making potential changes to the plan in the future. These changes, if approved by the City Council, would then go through the same approval process as the original plan. In the meantime, the approved plan would remain in effect.
Sept. 27, 2019: The modifications approved by the City Council to the Village and Barrio Master Plan and Local Coastal Program took effect in all parts of the Village and Barrio except the Coastal Zone.
Oct. 16, 2019: The Coastal Commission confirmed the City Council's acceptance of their modifications to the plan. The plan was approved and went into effect in the Coastal Zone.
Feb. 16, 2021: The City Council approved a Village and Barrio Master Plan amendment to change the decision making body from the Planning Commission to the City Council, which went into effect only in the inland areas.
Aug. 13, 2021: The California Coastal Commission reviewed the decision making body amendment, which made the amendment effective within the Coastal Zone.
Nov. 16, 2021: The City Council made several motions to implement future amendments to the Village and Barrio Master Plan. You may watch the video of the meeting online and read the staff report.
March 2022 to April 2023: A City Council appointed Design Review Committee met four times to review and provide comments on the Village and Barrio Objective Design Standards project.
June 29, 2022: A workshop was held at the Senior Center to go over the Village and Barrio Objective Design Standards project.
Aug. 13, 2021: The Village and Barrio Master Plan amendment went into effect in the inland areas to enforce new objective design standards for multifamily housing and mixed use development projects.
