Project Description
CFD No. 1 was a citywide district created to pay for the following types of improvements:
- Civic facilities
- Street system improvements
- Interstate interchanges
Financing Method
Pay-as-you-go one-time special tax (non-bonded).
Method of Collection
The one-time special tax to pay for the items listed under the project description section is collected as follows:
- Residential: At the City of Carlsbad upon issuance of a building permit.
- Non-residential:
- At the City of Carlsbad upon issuance of a building permit; or
- Amortized over 25 years at the request of the property owner and collected via the county tax bills.
District Life
The one-time special tax was recorded on select vacant properties on May 20, 1991. The liens associated with the recordation will expire once the applicable one-time special tax has been paid, permanently satisfied, and canceled.
