Annually, the City of Carlsbad Police Department recognizes the outstanding achievement of employees.
Corporal Tyler Mazzocco
Nominated by - Sergeant Chris Karches, Family Service Division
Detective Mazzocco is a tenured detective who has worked as a child abuse detective and domestic violence detective.
As a child abuse detective, he collaborated with the Internet Crimes Against Children Task Force (ICAC) and investigated countless cases which resulted in numerous successful prosecutions. Detective Mazzocco’s strong work ethic places a high value on his professional success as a detective. He exhibits moral principles that make him an outstanding employee in any position.
Detective Mazzocco thoroughly investigates every case until all leads are exhausted. As an example, while investigating one of the many ICAC cases, Detective Mazzocco located an individual who was responsible for posting over 200 illegal images online. Detective Mazzocco conducted multiple surveillance operations, collaborated with multiple agencies and investigators, and executed a successful search warrant where the suspect was taken into custody for these heinous crimes.

Sergeant Justin Richards

During the course of the year, Sergeant Richards has displayed leadership skills that have helped our team be successful. Sergeant Richards shows his commitment to not only the department and its mission and values, but to helping us each grow individually. Sergeant Richards also is able to communicate and mentor us with his vast experiences as a police officer.
Sergeant Richards constantly is leading by example and is a pillar for all to follow.

Leads by example, flexible and personable. Sergeant Richards never asks the team to do something he is not willing to do himself. Sergeant Richards leads by example and is constantly out working and making proactive contacts as the Sergeant for the Crime Suppression Team. Sergeant Richards is flexible with the needs of the team, both at work and at home. Sergeant Richards is personable and easy to speak to, he truly cares about his “troops” and understands the commitments of the job, being that he also carries numerous auxiliary duties.

Sergeant Richards commitment to the mission of the department is shown in his everyday duties. Sergeant Richards leads with commitment. He is committed to his craft as a Sergeant with CST, S.W.A.T., Defensive Tactics, and all his other collateral duties. Most importantly, Sergeant Richards is committed to his family. Sergeant Richards is honest with us as a team and is able to professionally give us feedback when needed.
We feel that Sergeant Richards works everyday with compassion. His compassion is on display in everything he does. For example, if there are days that we need to work late on a case, Sergeant Richards stays motivated ensuring that we are safe and successful. Often taking on tasks to assist in whatever way he can.
Sergeant Richards is constantly looking at ways to improve and to help us improve as individuals, he is the epitome of a leader and while there are many leadership styles, we believe he has truly figured what works best for him and the team. We as the Crime Suppression Team are not only fortunate, but the City of Carlsbad, and its citizens are also fortunate to have someone such as Sergeant Richards in a leadership role within this department.
Community Service Operator II Holly Martinez
Nominated by – Sergeants Travis Anderson and Morgan Griggs, Patrol
E1 supervision would like to nominate CSOII Holly Martinez for Civilian Employee of the Year. CSO Martinez’s diverse knowledge in all areas of the department make her essential to the E1 team and the entire department. CSO Martinez’s supervisors and peers regularly seek her assistance as the subject matter expert in areas including evidence collection, report management, and police records. This year, in addition to her regular duties, CSO Martinez volunteered to work numerous additional days to assist the Record’s Division when they needed assistance.
CSO Martinez added to her collateral duties by becoming a Field Training Officer and joining the Peer Support Team. CSO Martinez displayed her training abilities by assisting with the implementation of a new mobile evidence application - Mobile Traq - by training all police officers, CSOs, and rangers on the new software.
CSO Martinez again represented the Carlsbad Police Department in the San Diego Regional Law Enforcement Teddy Bear Drive. CSO Martinez was able to organize two separate fund-raising events for the charity. These funds contributed to helping hospitalized children and their families throughout the County.

CSO Martinez embodies the Department’s Mission, Vision, and Values in all her duties. CSO Martinez’s level of commitment, respect, and compassion is unmatched. CSO Martinez’s positive attitude is infectious and the reason she constantly receives praise from citizens and her fellow officers. CSO Martinez is easily one of the most valued and respected officers by the entire E1 team.
CSO Martinez’s dedication to the Carlsbad Police Department and the citizens of Carlsbad is unwavering and on display every shift and why she is deserving of the Civilian Employee of the Year Award for 2021.
SVP Lieutenant Jansen Buckner
Nominated by: Captain Chuck Hunter, Senior Volunteer Patrol
Lt Buckner is the SVP Operations Lieutenant. As such he has responsibility for day-to-day operations and procedures on the Patrol portion of the SVP. He has to be sure all equipment from radios, to computer, to AEDs, to cones are available and operational in the SVP vehicles. He is responsible for the training and patrol certification for all the SVP people in the field. All of
these things have been very challenging over the COVID pandemic. Changes to our recruiting and training has required an entirely new flow to the training and with COVID restriction it makes training even more difficult.
Jansen stepped right up to the challenge and works tirelessly on a weekly basis to implement everything that is required. Jansen has teamed up with our traffic CSOs putting procedures in place to allow them to do more in their job. Together they have restructured the 72 hour/abandon vehicle process with the SVPs taking over most of the day-to-day handling, making it timelier and adding more information for all involved.
He actively patrols multiple times a week on top of all his other responsibilities often staying well past EOS to support requests from dispatch.
Jansen is one of our primary FTOs and has taken the responsibility for the OJT of our new SVP Patrol Officers.
On top of this Jansen volunteered to be responsible for all the historical items of the Carlsbad
PD. This time-consuming project got even more so with the renovations and the move.

From his proactive attitude to his ability to work with people, and his tireless effort Jansen is a major asset to the Carlsbad Police Department and we happily recommend Lt Jansen Buckner as the 2021 Senior Volunteer Patrol Member of the Year.

Sergeant Brian Butchko
Nominated by - SVP Lieutenant Larry Engel and SVP Captain Chuck Hunter
Brian Butchko has covered the responsibilities of the SVP In Station Lieutenant on those occasions when he unavailable, including selecting and assigning staff for various and monitoring the completion of all standing orders carried out by the ISO. His leadership skills have resulted in 100% successful volunteer performance of these duties which makes him an integral part of the expansion of the SVP-ISO duties during 2021.
Brian has taken on monitoring and assigning Abandoned Vehicle Checks through CopLogic which he upgraded to include photo maps of the vehicle location to assist SVP Officers in their response to these citizen-initiated complaints.
Brian has also developed a SVP-ISO program where photos of vehicles in violation of handicap laws are uploaded thus minimizing the time needed for internal processing. This is just another example of relieving paid staff so that they may perform other important tasks.
Also, Brian created a Pocket Guide for use by anyone conducting a station escort services. This guide is particularly useful as it incorporates the COVID-19 procedures and can be easily modified as protocols change.
In addition to these significant contributions (and many more), Brian has given and continues to give countless hours and his outstanding mechanical skills and expertise to support the operation and maintenance of the CPOA Historical Vehicle. Brian contributed significant time to prepare the vehicle and assisted the CPOA in making sure the vehicle arrived at appropriate community events, safely and on schedule.

Brian is a self-starter as is obvious from the above. He follows through on his commitments and adds significant value above just doing the task. He is always looking for ways to make things better than what would be considered an “acceptable level.” The example he sets adds to his effectiveness as a leader. He is never boastful which makes people comfortable around him and his integrity is present in everything he does.

Brian sees his role as making the Carlsbad Community a better place through his work as a volunteer. He is comfortable pointing out where the status quo needs to be changed but is respectful and courteous in his advocacy for change and is a team player when the trajectory is established. In advocating a point of view, he is respectful of others' perspectives and is a good listener, and always comes down on the side of what's best for the organization. Brian highly respects traditional values, and yet is always looking ahead for "why not"!
