The project includes: 

• Adding new walking and biking paths, parking spaces and a roundabout at the Cannon Road intersection.
• Putting some overhead utilities underground.
• Leaving the traffic signal at the intersection of Cerezo Drive and Carlsbad Boulevard.
• Leaving the center turn lane on Carlsbad Boulevard between the two intersections with Shore Drive.

The City of Carlsbad worked with the community to develop a plan to increase beach access, protect the bluff from erosion, improve parking and create an informal area to sit and enjoy the view on the bluff top across from the power plant property.  Specific features will include:

• Natural, low water use plants
• Backless benches
• Drinking fountains
• Bike racks
• Trash and recycling cans
• A dedicated pathway to the beach

• The city is working to improve water and sewer infrastructure around Carlsbad Boulevard and Cannon Road.  
• The project is currently under construction and is anticipated to be complete in late 2025.
• This is a critical step toward improving system reliability and ensuring we meet current water and sewer standards.

• Existing overhead utilities in the area are scheduled to be moved underground.
• The city is working with AT&T and SDG&E to determine next steps and a timeline for conducting this work. 

The city is currently updating the California Environmental Quality Act initial study for the roadway improvements. After the updated CEQA initial study is submitted, it will be available for public review.

The soonest construction could begin is in 2026, pending environmental review and permitting.

City Council adopted the fiscal year 2022-23 budget, which included a new schedule for the Terramar area coastal improvements project.

Jan. 18, 2022 | City Council and Carlsbad Municipal Water District
The city awarded an agreement to Carollo Engineers, Inc. to develop preliminary and final design plans for the water and sewer utility improvements.

Staff presented options to the City Council to address long-standing traffic and safety concerns in the Terramar area. The City Council selected a project alternative which included a roundabout at the intersection of Carlsbad Boulevard and Cannon Road, and a traffic signal at the intersection of Carlsbad Boulevard and Cerezo Drive. The City Council also directed that the project include the center turn lane from North Shore Drive to Cerezo Drive.
